Answer / IMPORTANT NOTE : Graphic attachments - 2D views, Graphic attachments - 3D views are submitted as files in .pdf format, dimensions 70x100 cm (B1) horizontally oriented (landscape), in a resolution of 150 PPI.
If the content of the competition work is larger than 25MB, form another packed folder, which must be marked with a number in continuation of the selected code, and then the zipped folders will be marked, e.g.: AB12345_1, AB12345_2, AB12345_3...

Question: Should each plan of the object that we enclose be placed separately on a given Attachments plan in R 1: 250 (6.0 base for attachments 1_250) or is it possible to put a several plans on a sheet of 100x70 format?
Answer: It is not strictly defined that each plan / attachment should be separate on a given Attachments plan. At your own discretion, you can put a larger number of plans / attachments on a single given Attachments plan or on a given 100x70 format.

Question: Could you please reconsider your answer to a question posed on 31 August 2021:
Could you please explain your answer to the following question: Is it possible to design a loft in two levels connected with stairs? Your answer reads that it is not, because the cornice of the loft is situated 3.5m at most above the cornice of the building, at the level of the façade panel.Such a requirement from the General Regulation Plan can be reconsidered by drawing up a Detailed Regulation Plan as there are examples of detailed regulation plans not setting that requirement and allowing uppermost floors to be designed at higher levels.
Bearing in mind the fact that such a requirement (max. 3.5m ) directly affects the standard of the designed spaces, creating low-level rooms at the most attractive positions, one should reconsider it through competition designs and implement it through a Detailed Regulation Plan.
The thus set levels prevent the application of “green roofs”, the execution of which requires several finishing layers. This reduces the building’s characteristics related to energy efficiency, which is one of the primary tasks in the preservation of the environment.
ANSWER: The general regulation plan is a planning basis for drawing up a detailed regulation plan, so the guidelines and information in the competition’s programme have been provided according to the valid planning document’s rules.
The competition being a survey-based one, the Programme specifies that any deviations from the values set by the General Regulation Plan ought to be explained in the competition’s design.

Question: Is it possible to envisage the tearing down of the new structure on plot 1030 and the plot’s attachment to the new plot, construction plot 1?
Answer: It is not realistic to have the newly-built structure (ground floor + seven floors + attic) torn down and it is not possible to attach the plot to construction plot 1.

Question: Is the retainment of the structure on Cadastral Plot 1030 the subject of the survey part of the competition or is the structure the only one that has to be retained?
Answer: This survey competition does not stipulate the retainment of the newly-built structure (ground floor + seven floors + attic), but its tearing down is not realistic.

Question: Why has the size of a 3D animation zipped file been set at 25 MB?
If one is creating a 3D model in the 3DS-MAX programme, they cannot achieve high-quality animation in a good resolution if the size has been limited to 25MB...
Answer: The size has been limited to 25MB for safety reasons. The animation of the MP4 extension, the 720p resolution, 6Mbps, can be divided by means of a zip archiver into several parts of 25MB each, marked with a name and a number. For instance, your code can be AA12345_01.zip, AA12345_02, AA12345_03, etc.

Reply: When dealing with a competition assignment, one must obey the applicable laws, regulations and rules in the field of planning and construction.
Question:: The regulations specify that large underground garages ought to contain a special entrance for firefighting interventions. Is it enough just to design a staircase with a lift or is it necessary to secure the entrance with a firefighting vehicle ramp?
Reply: When dealing with a competition assignment, one must obey the applicable laws, regulations and rules in the field of planning and construction.

Question: Dear, Please explain how you interpret the Requirements for designing of garages.
Should a large garage (with area exceeding 1,500 m2) have two interior garage access ramps for each level? Taking into consideration the shape of the plot, the question is how prudent it is for the construction of the garage. In your opinion, is one interior garage access ramp per floor enough? Is it necessary to have two interior garage access ramps on each floor? Thank you!

ANSWER: In case of buildings with flat roof, the height of the cornice is calculated to the railing of the withdrawn floor.

Question: Is it possible to sum up the total lot coverage of all the plots forming Construction Plot 1? Or should one calculate lot coverage for each plot separately?
Reply: Construction Plot 1 will be formed of the aforesaid cadastral plots and it is going to be a unique one, so all the urban planning parameters will be used to calculate its total surface. This being a competition, the provided survey parameters are just approximate ones.
Question: Could the lot coverage on plot 1037 amount to 100% provided that the total lot coverage on all the plots forming Construction Plot 1 does not exceed the set value of 60%?
Reply: Construction Plot 1 will be formed of the aforesaid cadastral plots and it is going to be a unique one, so all the urban planning parameters will be used to calculate its total surface. The urban planning parameters are calculated for the planned construction plot, i.e. for Construction Plot 1 in its entirety.
Question: If the lot coverage for corner plots has increased by 15%, does that refer to the lot coverage of 75% or to the one of 69%?
Reply: It is the maximum lot coverage, namely the 69% one, that has increased by 15%. This being a competition, the provided survey parameters are just approximate ones.
Question: If the floor area ratio for corner plots has increased by 15%, does that refer to the 4.6 ratio or to the 4.15 ratio?
Reply: It is the maximum floor area ratio, namely the 4.6 one, that has increased by 15%. This being a competition, the provided survey parameters are just approximate ones.
Question: Does the floor area ratio refer to the underground section of the structure, namely to the garage? Or does the floor area ratio include the ground levels and the above-ground levels only?
Reply: All the ground levels and the above-ground levels, as well as the usable underground levels (e.g. a spa centre, etc.) are included in the calculation of the floor area ratio. On the other hand, underground garages, storerooms, technical premises, etc. are not included in the calculation.
Question: Is it possible to plan a newly-designed building on lateral plots 1027 and 1037 up to the very boundary of the plot (neighbour) if neither of the buildings in that zone has any openings on the facades?
Reply: Yes, it is.
Question: “The distance of the planned building’s construction line towards the rear line of the plot is 1/2 of the building’s height at the minimum.” Does this urban planning indicator refer to the height of the new building? Or to the neighbours?
If it refers to the new building, can the parameter be changed, i.e. reduced?
Reply: The distance means the distance of each building from the plot’s boundary and in relation to the height of the building. It is possible to change the parameter if necessary and if an explanation in the form of a detailed design plan has been provided.
Question: Do the plots (1030, 1032, 1033, 1038) and the buildings located on them belong to the same owner from Construction Plot 1?
Reply: No, they do not.
Question: Does building no. 46 on Cadastral Plot 1030 has lateral openings towards Plot 1027?
Reply: Building no. 45 on Cadastral Plot 1030 Cadastral Community Savski venac has no openings towards Cadastral Plot 1027 except for some ancillary interior skylights.

Question: Dear Sir or Madam, regarding a certain structure of flats and the percentage of total participation, does the percentage of participation refer to the number of flats or to the housing area surface? Thank you
Reply: It refers to the number of flats. This being a competition, the provided survey percentages are just approximate ones.

Question: Dear Sir or Madam, is it allowed to form a road access to the underground garage from the current internal artery, through plot 1038? Thank you.
Reply: The internal artery has been registered in the name of the National Bank of Serbia, which uses it in its present condition as a fire protection artery and as an access to the ground-level parking space. The area has obvious potentials for becoming a pedestrian promenade to connect the Slavija square and the Manjež park and to serve as the main pedestrian axis passing through the block.
The competition programme does not ban a road access to the underground garage in the block through the internal artery and cadastral plot no. 1038 Cadastral Community Savski venac, but it is the current conditions, the needs of the National Bank of Serbia and other elements set by the competition assignment that ought to be taken into account as well.

Question: The competition programme specifies the following:
“As for individual buildings at nos. 43, 47 and 49 Svetozara Markovića street (marked with * on the Regulation and Levelling Plan graphic enclosure), it has been explained that they represent a segment of Belgrade’s historical core, that they have been valued as an asset of the setting and that as such, they are to be preserved with a possibility of reconstruction, restoration and revitalization, any additional construction on the present buildings being allowed up to the maximum level defined by the plan (26m) towards the interior of the plot, with a view to harmonizing and connecting the newly-planned construction and the present buildings”. With a view to envisaging the values of the setting, we would like you to submit to us the photos of the façades of the buildings preserved.
Reply: The present material is sufficient for the graphic restitution of the façades with a view to envisaging the values of the setting.
The aforesaid quotation originates from the valid Detailed Regulation Plan which is currently undergoing some changes. The aforesaid buildings are not protected as cultural monuments and at the moment the Institute for the Protection of Monuments has not stipulated any special conditions for them. The competition programme has not stipulated any obligation of their preservation and they will be treated according to the author’s decision and the concept of the author’s design. The buildings specified in the competition programme are presented on photographs, film, etc. We are not in the position to present any detailed descriptions of those buildings.
Question: Dear Sir or Madam, should the urban planning parameters treating the distance of the buildings from the lateral boundary of the plot and the rear boundary of the plot, i.e. the distance of the buildings from the lateral adjacent building, be strictly observed, considering the fact that they determine the building’s depth of 12m maximum in the narrowest part?

Reply: They should be taken into account, but as a new Detailed Regulation Plan is currently being composed, other adequate solutions as well contributing to the quality of the design could be analyzed.

Question: Dear Sir or Madam,
Does a two-room flat consist of two bedrooms for two persons each plus a living room, a three-room flat - of three bedrooms and a living room, a four-room flat - of four bedrooms and a living room and a five-room flat - of five bedrooms and a living room?
Reply: No (the total number of rooms is the sum of the bedrooms and the living room) - so:
- two bedrooms and a living room = a three-room flat, three bedrooms and a living room = a four-room flat, four bedrooms and a living room = a five-room flat, etc...)

Question: Is one allowed to make interventions on façade surfaces (such as changing the finishing works on façade surfaces) of a new building on cadastral plot 1030 considering the fact that the programme assignment stipulates that the building should be retained in the present condition without any change in its capacity?
Reply: Yes, if the author believes that such an intervention will contribute to the quality of the design.

Question: Dear Sir or Madam,
In what way does the competition assignment read that the prevalent vertical regulation of the new construction is limited with the finished level of the height of the Hilton hotel, which amounts to 150.75 meters of altitude, which determines the height of the future building - 33.75m from the pavement of Kralja Milana street, the elevation of which is 117.00 meters of altitude?
Chapter 4.3.4 reads: “that the maximum height of the building’s cornice is 32.0m, whereas the maximum height of the building is 37.0m, whereas Chapter 8.2 of the General Regulation Plan, entitled Lot Building Rules, reads the following:” The height of a building is the distance between the zero point, i.e. the point where the field line and the building’s vertical axis intersect, and the cornice level - the zero (absolute) point is the point of intersection between the field line and the building’s vertical axis.”
Can the cornice of the loft of the future building along Kralja Petra street be at the height of 33.75m (150.75 meters of altitude)?
Reply:The total height of the Hilton hotel (and not the height where the loft is situated) is at the level of 150.75 meters of altitude, i.e. 33.75m, so the height of the planned structure needs to be adapted to the hotel. This is an orientation mark and a recommendation. Testing morphologies in terms of heights is not forbidden if it contributes to the enrichment of the urban setting of this extremely significant city area.

Question: Dear Sir or Madam, could you please provide the following explanations concerning the competition assignment:
The assignment stipulates that the proposed construction is allowed on building lot 1, which is formed of cadastral lots, total floor area: 0.37ha. In the balance table, the floor area provided for capacity calculation is the total floor area of the inner zone of 6723m2. Which floor area should be used to calculate urban planning parameters such as lot coverage and the floor area ratio?
Reply: The balance table should provide the urban planning parameters for each building lot and also for the total floor area of the inner zone.
Question:Could you explain to us the status of the building on cadastral lot 1038? Should the building be preserved as a structure in good condition or could it be torn down?
Reply:The attitude towards the present structure is, among other things, a topic and assignment of this competition. The competition assignment allows the demolition of the aforesaid building or adapting it to the planned surrounding structures.
Question: Could you please explain the status of the building on cadastral lot 1027, at 43 Svetozara Markovića street, as it is situated on cadastral lot 1037, which forms part of building lot 1.
Reply: The attitude towards the present structures is, among other things, a topic and assignment of this competition. The competition assignment allows the demolition of the aforesaid building or adapting it to the planned surrounding structures.
Question: Dear Sir or Madam,
Could you please provide an explanation concerning the competition programme:
Is it possible to organize access to the underground garage within the building lot 1 or could it be also achieved within the inner zone covered by the competition, on other cadastral lots? The same explanation pertains to the development of free surfaces. Yours truly,
Reply:Each plot should have access to an underground garage from a public surface, i.e. it is impossible to plan entrances to garages on building lot 1 through other lots. Also, a minimum percentage of free and green surfaces should be achieved at the level of each lot. We emphasize that the jury will appreciate the competition’s preliminary design and the skill in realizing the same rather than each of the parameters itself.

Question: Dear Sir or Madam,
Could you please inform me if the fronts of the buildings at numbers 43 and 45 respectively in Svetozara Markovića street coincide with the plot’s boundary as the cadastral map shows two lines towards which the building lies outside the plot’s boundary?
Reply: The buildings are situated on the boundary line. The aforesaid deviations, if any, would not be relevant for a conceptual design.
Question: Dear Sir or Madam,
Could you provide us with a more detailed cadastral map as the dimensions of the building at 45 in Svetozara Markovića street entered in the cadastral map do not match the dimensions of the as-built design (as the orthophoto shows)?
Reply: The cadastral map has been produced and certified by an authorized surveying company and, for this level of the design analysis, we believe that it is detailed and accurate enough. The aforesaid deviations, if any, which you may have perceived in the aerial photo, would not be relevant for a conceptual design.
Question: Dear Sir or Madam,
Could you please specify the respective levels of the pavement and staircase along which one can reach, from Svetozara Markovića street, the pavement situated behind the National Bank of Serbia? It is only the staircase along the middle of the pavement by the bank and the planter separating the pavement from the parking space that have been specified. We need to specify the level in order to determine the height of the building (bank) and the distance between the bank and the future structures.
Reply: The cadastral map has been produced and certified by an authorized surveying company and, for this level of the design analysis, we believe that it is detailed and accurate enough. The aforesaid deviations, if any, which you may have perceived in the aerial photo, would not be relevant for a conceptual design.

Answer: The Competition is Urban-Architectural and it is expected that the competitors will define their attitude towards the existing, inherited tissue through the solution. In accordance with this, the given material is sufficient to establish a spatial relationship with the objects in question.
